I set out in detail the amount of aid provided by our National Government in food. drugs. medicines. the housing of refugees. the clearing of debris. the reestablishment of communications. the reopening of ports and highways. the reconstruction and renovation of public buildings and public schools. and the providing of housing through trailers. and so on. At the same time. I pointed out the necessity for legislation which would help the small businessman. the homeowner. farmers. and the colleges and universities. particularly those operated privately or through religious institutions and not covered by insurance.
