Poverty is a disease which can be cured only by the inculcation of aspiration and by the development of the individual who is poor to the point that he can earn what he needs. and ultimately. therefore. what he wants. Now our problem is not a Negro problem alone. We have 2 or 3 million Puerto Ricans. people emigrating from Puerto Rico because they could not earn their livings in the agricultural economy of the island. We have a number of Latin Americans who have not been able to find abilities they could sell in the employment market. And we have an indeterminate number of native whites of low ability and negligible aspirations whose standard of living is as low as any we can find.
