It paid no attention to medical advances in the treatment of mental disturbances. It was a Solomonlike decision the young father faced. He could leave his wife and child in Italy. Or he could leave the Navy and give up living in this country to live with his family abroad. The new law makes unnecessary such heartbreaking decisions. The national origins quota system inflicted that kind of penalty. This was the kind of injustice which President Johnson last spring asked Congress to bury by passing this immigration reform bill. To its credit. and the Nations pride. this request is now a reality.
