Mr. Speaker. I address the House as a former member of the Subcommittee on Immigration and Nationality. I speak as one who has acquired perhaps a hardnosed reputation on the subject of immigration. But I speak as one who has followed the course of the immigration bill in most careful detail from its inception several years ago when the late distinguished Member from Pennsylvania. the Honorable Tad Walter. began the first hearings which gave genesis to this legislation. I can say without equivocation that the conference report as presently constructed represents an improvement over both the House bill and the bill passed by the other body. As such.
