I thank the gentleman from California. Mr. Speaker. may I say to the Members of the House that some question was raised and discussion was had with respect to the problem of Cuban refugees. The Senate inserted a suggested status change for them or an opportunity to have status in such a way that your House conferees felt that this was neither the time nor the opportunity to discuss the same. that it is a matter which should be discussed by the Commission which has been created under this legislation and is directed to do so and that we should not give any consideration at this time to any of the problems of the situation with reference to the Cuban refugees.
