What has been done by denying them the opportunity to readjust their situation without leaving the country is. in my judgment. to prefer those who can afford to go to Canada or to Mexico and remain the requisite time to become normal immigrants. instead of permitting these people. many of whom were heroes who preferred freedom to continued residence under communism in their own homes to enjoy normal lives. We should at least give them the same treatment that we have given. for example. shipjumpers and others who are in this country in an irregular status and whose status we permit to be regularized under the bill.
