Mr. President. I call the attention of the Senate to the fact that an enormous refugee problem in South Vietnam is not dealt with in the bill. It has been estimated that there will be approximately one million refugees in South Vietnam within the next few months. There are now about half that many. The junior Senator from Massachusetts has been conducting a series of hearings in the Refugee Subcommittee of the Committee on the Judiciary. of which I am a member. which hearings demonstrate the serious character of the problem. There are funds now available in an indirect way through the sizable commercial import program and the counterinsurgency program for Vietnam. However. they are quite inadequate.
