I. too. join in expressing praise and thanks to the junior Senator from Massachusetts for his magnificent performance. Two Presidents of the United States have played a historic role in the passage of this legislation. I believe that we should nail that fact in the RECORD. John Kennedy had no higher priority than the achievement of the elimination of the national origins quota system. He must be very proud to see the Senate. and more particularly. the Senator in charge of the bill. at this moment. I doubt very much if this hour would have arrived except for Lyndon Johnson.
