President. under this amendment. I propose to add to the law the following provision: Notwithstanding any other provision of law. no person involuntarily brought physically into the United States by the U.S. Government or its agents shall subsequently be deported from the United States. except prisoners of war as defined by the Geneva Convention Relative to the Treatment of Prisoners of War dated at Geneva. August 12. 1949. The modification has added at the end of the original amendment a provision which excepts prisoners of war who may be brought into the United States such as occurred during the Second World War.
