President. in my opinion. is not a good bill and is deficient in many respects. I intend to oppose it. The bill. H.R. 2580. is an original bill which was reported by the Subcommittee on Immigration and Nationality of the House Committee on the Judiciary and has not been the subject of hearings in either the House or the Senate. The bill before the House committee in the hearing stage bore the same number. H.R. 2580. but as stated in the House reportNo. 745the committee reported an original bill to the House. which was promptly adopted with only minor changes.
