Mr. President. from the very beginning of my service in the U.S. Senate I have sought to improve the immigration laws of our country. I supported with enthusiasm the recommendations made by General Eisenhower during his administration. They were designed to eliminate much of the harshness of the law. to give hope of reunion to divided families. and to offer a haven to some of the oppressed peoples of the world. They provided. of course. all the safeguards with respect to quality and character of those who looked forward hopefully to becoming American citizens. Similar recommendations were made by the late President Kennedy. and I coauthored his proposals.
