This is the central problem of immigration today. that the law has not kept pace with the development of this Nation and of the world. It has not recognized that one people is not intrinsically superior or inferior to another people. It has not recognized that individuals have rights irrespective of their citizenship. It has not recognized that the relevant community is not merely the nation but all men of good will.
