Several years ago I attended a hearing of the Committee on the Judiciary which caused me to believe that perhaps there may be something to be said in opposition to a statute of limitations. We had a hearing on an amendment providing a rule of estoppel and a rule of res adjudicata in deportation matters. ters. We found that the king of the underworldthe boss of the underworld in New Orleanshad successfully fought deportation for something like 14 or 15 years. Every time the authorities were about to deport him. he would obtain another writ of habeas corpus from a different Federal judge. The United States was powerless to deport from the country a man who. in large measure. was corrupting the city of New Orleans and its environs.
