Mr. President. I do not think we can wait. I gather that it can be assumed from what the Attorney General has said that he will make a recommendation of his own in the near future on the subject of a limitation of immigration proceedings. I regret that he has not made such a recommendation before this. I do not know why he has not. he has known about the problem.
