I believe the Senator would agree that the amendment I have offered places limitations which are rather strict and severe. First. a waiver would only be granted upon the recommendation of the Secretary of State at the request of an interested U.S. Government agency. or the Commissioner of Immigration after a finding of exceptional hardship. or upon written notification of the country. advising the Attorney General that it has no objection to the alien remaining in the United States. Then the Attorney General may waive the foreign residence requirement. but even in that case it is within his discretion. So in the particular amendment which I have offered.
