The agencies concerned in our Government told me they had no discretion under section 212(e) and that even though the young lady was both wife and mother of American citizens and even though her own government had no objection to her remaining hereeven though she was a trained nurse. which is a critical category in this countryshe was told that she would be required to leave the country for the 2year period before she could become a resident here. Fortunately. the deportation proceedings have been delayed. but the threat is still present. There is one other aspect of the problem. As the Senator from Massachusetts knows. the Judiciary Committees of both the House and the Senate have established a firm policy against granting waivers of the foreign residence requirement for exchange students.
