Mr. President. section 212(e) requires that such exchange visitors leave the United States for a period of at least 2 years before they may be eligible to apply for an immigrant visa or to apply for permanent residence in the United States. There are two exceptions in section 212(e) where the Attorney General may. if he finds it to be in the public interest. waive the requirement of the 2 years of foreign residence. The first of these is: Upon the favorable recommendation of the Secretary of State. pursuant to the request of an interested U.S. Government agency. Waivers granted under this exception are very. very few.
