Mr. President. during the hearings it was suggested that. by setting high standards for those who attempt to gain entry into the United States. we would be attracting skilled people from other parts of the world. Does the Senator agree with me that all we are trying to assure by means of the immigration policy suggested by this legislation is that if an individual wants to come to the United States. he ought to be considered fairly and equitably on the basis of individual merit and worth. and also because of his familial relationship. and that we are safeguarding the work force in the United States by establishing high standards that we feel are fair to all people? Does the Senator agree that. if an Individual possesses a particular skill. he should be permitted to come to this country regardless of his place of birth or any other such irrelevant consideration?
