I do want to point out that Congress was not. in 1954. derelict in its carrying out its responsibilities to the Modoc Indians. Let me trace the background of the Modocs. They were found by the white men in what is now southwestern Oregon. Frequent conflicts with white immigrants. in which both sides were guilty of many atrocities. have given the tribe an unfortunate reputation. In 1864 they joined the Klamath Tribe in ceding much of their territory to the United States and were removed to the Klamath Reservation. They seem never to have been contented. however. and made persistent efforts to return to their former holdings.
