Mr. President. on August 25. 1965. the Minneapolis Tribune. of Minneapolis. Minn.. carried an editorial entitled "Immigration and the Population Problem." This editorial commented upon an amendment then pending to the House bill which had been offered by Representative MACGREGOR to place a limitation on immigration from the Western Hemisphere. and it referred to the opposition of the State Department to the placing of any such limitation upon immigration. It said this on that point: The State Department argues that a limitation would be an affront to Latin America. MacGregor answers more soundly that the time to set restrictions is now. rather than when the problem becomes more acute.
