Specifically. is it not true that the manner in which the bill applies to the problem of refugees is simply and solely a continuation of the policy first established in the administration of President Eisenhower. carried forward in the administration of the late President Kennedy. and now recognized for the first time. as the able Senator from Massachusetts has said. in the bill to provide for the amendment of the Immigration Act. which he has presented to us?
