Section 8(c) of the bill is a consolidation of the definition of "eligible orphan" from different sections of the current law. It was meant to merely restate the definition while in no way changing it from current usage. Finally. alien crewmen who entered illegally will no longer be treated differently than other illegal entrants when seeking an adjustment of status. This is the bill before the Senate. It was drafted in the belief that. in drafting an immigration law. Congress should provide our country with a source of strength. not a source of problems. We should be responsive to human needs. but mindful of economic realities.
