Mr. President. in conclusion. let me point out exactly what the amendment would do. It would have the effect of transferring the authority for making it harmful for the needs of nonfarm labor. immigrant labor. coming into the United States. We are not talking about farm labor. If we were talking about fulltime farm labor. there would be no problem. but we are talking about the seasonal needs of labor brought in as immigrants into the United States to work. The Secretary of Agriculture does not have the facilities or the personnel to determine where additional nonfarm labor exists. its availability and seasonal use therein involved. It has been interesting for me to note. and I have listened attentively to the entire debate-
