Considering that the Secretary himself admits that it takes 13 domestics to replace 10 foreign workersand our experience would indicate a much higher ratiosimple arithmetic will show that our farmers are short 50.000 or 60.000 workers. What the Secretarys figures do not show also is that of the 12.000 to 15.000 socalled domestics newly on our farms this year. many. perhaps all. are really Mexican nationals who are permitted in because of their special green cards. Nor do the Secretarys reports reflect the fact that 17 employees of the employment office. which is responsible for compiling figures on farm placement. have either resigned. been dismissed. or fired because of admitted padding of their figures. This is a scandalous situation. the full extent of which has not yet been uncovered.
