President. the provision of the committee amendment is simple. All it seeks to do is to place the problem in the hands of the Department of Agriculture and let it determine the necessity for importing labor. It does not mean that the Department of Agriculture itself would. in any way. take over administration of the laws relating to immigration. The Secretary of Agriculture would make the findings as to the necessity for obtaining labor in order to save the crops. The hearings we had during the early part of this year showed that many farmers were not planting what they usually plant by way of perishable crops. because of the fact that they had no way to tell whether they would be able to obtain sufficient labor to gather the crops.
