The Department of Agriculture has neither the facilities nor the expertise to handle this type problem. involving the determination that it does. The Justice Departments functions would be immeasurably complicated if this provision were enacted into law. Even if the Senate should give consideration to enacting such a provision into law. then the proper context in which to consider it would be in the amendments to the Immigration and Nationality Act. which are due to come before this body. as I stated previously. in the near future.
