I would like to call to the attention of my fellow Members an editorial from the August 14. 1965. issue of the Cedar Rapids Gazette of Cedar Rapids. Iowa. As the editorial notes. the national origins quota system is unrealistic and. because of its favoritism toward selected ethnic groups. essentially inconsistent with the basic traditions of America. The national origins system would be repealed by the bill passed last week by the House. and I am hopeful that similar action will be taken by the Senate before this session of the Congress ends.
