What is important. however. is what a country will do when its error is recognized and how it sets about to rectify its mistakes. Perhaps the most vivid example of such a reform is our determination to guarantee the civil rights of all our citizens. Another is immigration reform. Men of great influence and eloquence have discussed the bill and pointed out the iniquities of the national quotas system. It would be superfluous to note in detail the unenviable record of the United States in the field of immigration practices in recent years. but sadly I believe we must still be reminded of our failures. The quota system originated in fear. mistrust. and bias. It passed in the Immigration Act of 1924 as an afterthought and was unfortunately agreed to in conference. It is my sad duty to recall. too. that it was the Senate that insisted on the restriction. Nor can we claim that we have cast off the chains of prejudice which first fostered this aberration of traditional American justice.
