Many years ago one of our great Presidents. Woodrow Wilson. In an address given at Independence Hall In Philadelphia on July 4. 1914. gave a definition of liberty which applies to our efforts today. Wilson stated: Liberty does not consist in mere general declarations of the rights of men. It consists in the translation of those declarations Into definite action. We must translate the declaration of liberty into definite action as part of our new immigration laws. Our task is not merely to give a partial response to the demands for change. Our task is to create a clear. comprehensive. and completely fair law.
