H.R. 8203 as brought before the House today does not completely reach the desired goal of eliminating national favoritism. The bill favors nations of Latin America and North America. It is our task to remove all hypocritical aspects of present immigration policy. We must fashion a new law which will be completely nondiscriminatory as written and applied. All nations want equal treatment. all nations deserve equal treatment. Nations of the free world should have an equal chance to send their citizens here. The administration bill quite clearly does not place all nations on an equal basis.
