Chairman. I rise in support of this amendment. I have had two experiences in my own district involving families who were barred from bringing in a retarded child because of the present provisions of the immigration law. From my experience with those two families I know of nothing more inhumane than to split a family in this way and to compel a retarded child to be left in a foreign country when the rest of the family are in the United States. I think every aspect of humane treatment should mean that a family should have the right to continue to live together.
