It took President Roosevelt to establish the good neighbor policy and renew old friendships. And we all recall how important those friends were to us during World War II. In all of the nearly 200 years of our existence as a nation we have had no ceiling on immigration from other countries in this hemisphere and we have not been deluged with immigrants. There is some apprehension about the double standard. but I suggest to you that the MacGregor amendment is a double standard. The gentleman from Minnesota does not propose to treat the Western Hemisphere as we treat the countries in the Eastern Hemisphere.
