Session #89 · 1965–67

Speech #890120934

Mr. Chairman. I have. as many Members are aware. mixed feelings as I rise to speak on this amendment. My personal feelings on the amendment. and an abundance of objective logic. support the proposal for a worldwide immigration ceiling or. alternatively. a separate ceiling on the Western Hemisphere immigration. From a purely immigration standpoint. many of Mr. MACGREGORS arguments are irrefutable. However. immigration legislation cannot be considered in a pure vacuum. There is a problem of foreign relations which must be considered. although it is a secondary consideration. Overriding. as always. are the domestic wclfare interests of our own country.
