Mr. Chairman. the purpose of this amendment is not substantive. It is essentially clarifying. The language as written at the bottom of page 35. particularly the words "the sole or surviving parent." could be interpreted to disqualify a child for purposes of adoption and immigration if the child could not prove that one of its parents is dead. I am sure those who drafted the text of this bill did not intend such a consequence. Many alien children. for a variety of reasons. find themselves in the custody of only one natural parent. One of the reasons may indeed be the death of the other parent.
