Mr. Chairman. our national conscience now dictates that we remove discriminatory barriers that we have placed before the world with the national origins quota system. which penalizes a man for the place of his birth or for his ancestry. I am aware that this bill is more concerned with the equality of immigrants than with their numbers. It is obvious in any event that the great days of immigration have long since run their course. World population trends have changed. and changing economic and social conditions at home and abroad dictate a changing migratory pattern. It is also clear that the emphasis on qualified immigrants will be maintained by a new preference system based on needed skills. I am convinced that the CXI- 1374 new system will benefit. rather than impede. the American economy. and that it will not displace American workers or boost unemployment. The safeguards are written in the law.
