Mr. Chairman. I rise in support of H.R. 2580. which proposes to make the first major reforms in our Nations immigration policy since 1924 when the national origins quota system was adopted. In the intervening years since the Congress made this policy decision the position of America in the world and the attitude of many Americans has changed. When the original legislation was enacted four decades ago. isolationism was the keystone of our relations with other nations. Since World War II. however. the United States has become Increasingly committed to a policy of international cooperation. Today we are recognized as the defender of the Free World.
