It has grown steadily from 13 States along the eastern seaboard to one which now stretches almost within sight of the Soviet Union at one point and bridges part of the Pacific ocean at another. The years ahead will hopefully see still further growth in our Union. and perhaps someday include parts of Latin America. Abraham Lincoln defined liberty as "the spirit which prizes liberty as the heritage of all men in all lands everywhere." He warned: Destroy that spirit. and you have planted the seeds of despotism around our doors. The best way to keep the spirit of liberty aliveand to prevent despotism from flourishing around our doorsis to assure those who love freedom that a welcome awaits them In our Union. whether through the process of immigration or statehood.
