We have tried to secure the full rights of citizenship for all Americans. The bill before us today deals with another aspect of the development and realization of our democracy. We have the opportunity to enact an Immigration policy which is fair. sensible. and humane--one which is consistent with the democratic aims of our free society. We can no longer tolerate a policy enacted in the postWorld War I atmosphere of isolationism and xenophobia. Mr. Chairman. we owe it to ourselves. to our Nation. to the people of the rest of the world. and to the cause of humanity. peace. and freedom. to pass this bill.
