We should let our friends in the Western Hemisphere know what our policy is going to be in the future so that they can plan accordingly. The MacGregor amendment would be fair and equitable to all the peoples of the world. and I encourage support of it. Speaking of diplomacy and good foreign relations. we have good foreign relations with the nations of Western Europe. and yet we axe not afraid to set a ceiling on Western Europe. combined with Asiatic immigration. Why should we be timid about doing it with respect to the Western Hemisphere? Are we favoring some of our friends over others? It does not seem to me that that is wise policy or wise foreign relations. It seems to me further that we have the responsibility and that the welfare of our Nation is involved in this decision which we are asked to make. We should make the decision courageously and decisively so that all may know what our immigration policy is and so that all our friends around the world may know that they are equal friends. friends of equal status and not first- and secondclass friends.
