More than a quarter million Italians are waiting to use these numbers. including more than 140.000 relatives of U.S. citizens. Great Britains quota is 65.361. It has never been filled. Yet under existing law the excess numbers cannot be awarded to Italy or any other country. The interim provision quite properly removes this silly inflexibility. More importantly. of course. the bill dooms the anachronistic. prejudicial quota system. Only a few statistics are needed to show the vitiating effect of this system upon the foreign relations of the United States: India. with a population of more than 450 million. is the largest Englishspeaking country in the world. Its annual quota is 100the same as Icelands.
