Did you take into consideration the Secretary of States desire that nothing be done now to upset the applecart in the Dominican Republic. that nothing be done now to stir up possible objections in the Organization of American States? The answer is yes. we did take that into consideration. The amendment which I propose. to set a numerical c iling generous in nature on the Western Hemisphere. will not take effect until the date at which we eliminate the national origins quota system. and that date is July 1. 1968. We are not arbitrarily proposing that a numerical ceiling be imposed at thistime.. We are respecting the Secretary of States wish that it be postponed.
