If the United States is to reform its immigration system. and reform is needed. let the new system be one that is truly nondiscriminatory. a system that judges all men on the basis of individual merit and worth without regard to place of birth. It is with these principles in mind that I proposed in the subcommittee and again In the full committee a numerical ceiling of 115.000 immigrants per year from the Western Hemisphere. Such a limitation would complement the conmittees recommendation that we set a ceiling of 170.000 to cover all of the countries of the world external to the Western Hemisphere. Mr.
