The history of the recent war has evidenced the fact that Americanism means the same thing to all of our citizens. irrespective of their national originthat is. love of flag. country. and that upon which everything that we possess governmentally stands. the Constitution of the United States. We want Americans. We want the immigrants who come over herethe same as my forbears did two generations agoto be filled with a love of our institutions. To a certain extent. undoubtedly. they will come here seeking material gain. but in the main they look up to this Government of ours as a land of opportunity. I recognize thatconditions might change our immigration policy. That necessity might arise some day when we might consider the advisability of a change. but if we are going to have a change. let it be definite and certain. not only in principle but definite and certain in practice. Now.
