May I say to the charming gentleman from New York that I would not impugn either his motives or those of the very distinguished gentleman who is the chairman of the Subcommittee on Immigration . nor those of anyone else. However. I simply recite the facts as they appear from the RECORD. namely. that when my motion was considered on its merits. it was adopted. Then subsequently. although the merits remained unchanged. some of the votes were switched. The Immigration Act. H.R. 2580. makes significant progress in emphasizing our desire to reunite families. It would also sweep away any discrimination on account of race.
