I cannot help but recall that 3 years ago. by a margin of 11 votes. this House defeated my amendment to the Foreign Aid bill to limit all our voluntary contributions to U.N. agencies to the 32percent statutory limitation imposed on our contribution to the U.S. general budget. My colleagues will recall that we contribute over 40 percent of both the U.N. special fund and the U.N. technical assistance fund. over 65 percent to the U.N. Middle East refugee program. and as high as 100 percent to some other U.N. voluntary programs. Many Communist and socalled neutralist nations are the beneficiaries of these programs in spite of their minimal contributions. It remains to be seen whether the State Department. will follow through on our warning. or whether these are merely more empty words. such as those which previously declared we would fight for the principle of article Mr.
