The tide of refugees that swept south at the time of partition sought. behind an internationally guaranteed frontier. haven from a tyranny which now pursues. a tyranny. furthermoreand this is most precisely to the pointwhich is not merely an indigenous government. but part of an international movement. brutal in nature. expansionist in aim and insatiable in its appetite. The United States has. of necessity. assumed special responsibilities in southeast Asia. and only the interposition of U.S. power has thus far managed to curb the extension. by force. of that same tyranny over yet other unwilling peoples.
