Without a knowledge of the English language. it would be virtually impossible for voters even to identify the amendments. let alone to scan them for the purpose of determining their substance and merit. For that reason. and for others. this Senator certainly disagreed with that provision. One of the further arguments is that the national policy is that there be common access to the facts and that the knowledge of English is necessary to discharge the responsibilities of citizens. We know that. because in order to become naturalized one must have a working knowledge of the English language. It is necessary to have that knowledge for the purpose of serving on a jury. There are other reasons.
