If the gentleman will look at page 25 of the report and examine the language there printed in accord with the Ramseyer rule. the gentleman will understand the necessity for this amendment. In the Job Corps enrollees are limited to permanent residents of the United States. These people who come over here in rowboats. escaping communism in Cuba. who fought and did their best. are not permanent residents of the United States under the immigration laws. We would not change the immigration laws. We would not give them anything else they do not already have. We merely wish to put them into productive labor. rather than to keep them sitting around not earning anything.
