Mr. Speaker. Dale Wright. the crusading journalist. has written a chronicle of the living conditions of migrant farmworkers. "They Harvest Despair" is based upon the series of articles which he wrote for the New York World Telegram and Sun and which I inserted in the CONGRESSIONAL RECORD. These articles focused national attention upon the plight of the forgotten farm laborers who are caught up In the cycle of poverty. Dale Wright worked as a migrant in order to understand fully the situation. His articles were cited by the American Newspaper Guild as one of the two most distinguished pieces of reporting in 1961. and they won for the author a Heywood Broun Memorial Award. the Public Service Award of the Society of the Silurians. an organization of 25year New York City newspapermen. and the Paul Tobenkin Award for distinguished public service reporting. I have long been concerned with the plight of the migrant worker and sponsored a package of bills In the House which were also sponsored by Senator .HARRISON WILLIAMS in the other body. Some of these have been enacted. others are pending. Congress has not fulfilled its responsibility to migrants who cannot exercise the traditional forms of political influence available to most Americans. Since they are constantly on the move. they cannot fulfill the usual residence requirements for voter registration. Consequently. their problems are often ignored.
