Mr. Speaker. I am introducing legislation today to prohibit private American detective agencies from acting as a hired gestapo for any foreign government or foreign political party. This bill is intended to bring a halt to such spying and other snooping activities on refugees. exiles. and other foreigners who come to this country. The long arm of totalitarian regimes should not be permitted to touch these people. especially through private American detective agencies. I think that all Members of the House will agree that the United States should remain a haven for the persecuted. This is a policy closely interwoven with the very beginning of American history.
